It symbolizes the fact that the blind are normal human beings who cannot see, and that given training and opportunity the blind can participate on a basis of equality with the sighted. This is the underlying philosophy of the National Federation of the Blind. |

It contains the bylaws and policies that govern this chapter, its relationship with the National Federation of the Blind of Missouri, and the National Federation of the Blind.
